16 years later and still no toilets

Residents of a township near Rouxville in the Free State say they’ve been waiting 16 years for proper sanitation. Despite a multimillion-rand project launched to eradicate the bucket system, and the erection of water-borne toilets five years ago, for most, buckets are still the order of the day.
