At this week’s sitting of the East African Legislative Assembly, the regional legislators passed the One Stop Border Posts Bill 2012 which now goes to the EAC heads of state for consideration. Debate on the Bill was preceded by the tabling of a report by the Committee on Communications, Trade and Investment.
Unlike SADC and COMESA, which have Protocols, the EAC has supra-national legislation, which overrides national legislation in the 5 partner states. Thus, when this Bill becomes EAC law, the partner states will have to enforce it.One of its recommendations was that the Council of Ministers should fast track the regulations needed to ensure the effective implementation of the One Stop Border Posts Bill, if it was assented to by the Heads of State.
