Northwest Premier, Thandi Modise, has stated that municipalities in the province under Section 154 and Section 139 (1) (b) interventions have obstructed progress in delivering according to their Constitutional obligations.
At least three municipalities in the province were subject to intervention under Section 139 interventions, indicating either a failure to meet Constitutional and legislated obligations or behaving in such a way as to impact negatively on other municipalities or provincial government. Another municipality in the province was subject to a section 154 intervention, indicating a need for support from provincial government. This dire state of affairs led Modise to call an urgent meeting of the North West EXCO to assess the situation and decide on further interventions. “Obstruction and resistance to provincial intervention and hands-on support that is part of our local government turnaround strategy had delayed progress that needed to be registered for the benefit of our communities,” said Modise.Modise said the meeting was aimed at determining urgent appropriate interventions where progress had not been registered since administrators and experts were deployed to the four municipalities.
She added that the meeting would also consider an update report on the performance of all municipalities across the province.
