The City of Cape Town and Western Cape provincial government are embroiled in a multi-million Rand construction scandal. Work in some of its poorest areas has ground to a complete halt, after one of its subcontractors filed for business rescue. It includes two primary schools. The issue has now turned into a political hot potato.
