Gauteng Premier David Makhura says they have spent the past twelve months laying the foundation for the roll out of the National Development Plan.

Delivering his budget vote for the 2015 and 2016 financial year at the Gauteng legislature the Premier reiterated that the implementation of the ten pillar principles will only be achieved through Radical Economic Transformation.

But he has admitted that there are departments that have high incidents of corruption and poor performance.
