Revenue collection and spiraling debt have been identified as some of the major obstacles facing smaller municipalities and these often lead to service delivery lapses. Cooperative Governance and Traditional Affairs Minister, Zweli Mkhize, was informed of this as part of his visit to the Eastern Cape to assist embattled municipalities. The visits come after a meeting he held with local MEC’s in March which identified “dysfunctional and distressed” municipalities.
