What happens when poor communities are trained and empowered to engaged with government about poor service delivery? In Ekurhuleni, local organisation Planact, in partnership with the Social Audit Network and the International Budget Partnership South Africa did just this. The result was that government improved sanitation services and committed to a close working relationship with communities
