Mozambique: Conflict over conflict of interest

Anti-corruption legislation has become a hot potato, as self interest combines with difficult legal issues to create a confused debate. A proposed code of ethics for public servants is being seen as a key test of political will, because members of parliament are being asked to reduce their own incomes. But that is not the only issue.
