DBSA and NTCSA Partner to Accelerate South Africa's Electricity Transmission Network Expansion | Infrastructure news

The Development Bank of Southern Africa (DBSA) and the National Transmission Company South Africa (NTCSA), today signed a Memorandum of Understanding (MoU) to strengthen collaboration in accelerating the development and delivery of South Africa’s electricity transmission infrastructure.

South Africa’s energy transition and future economic growth depend on a modern, reliable, and expanded transmission network capable of connecting new generation capacity to the grid. This strategic partnership combines the NTCSA’s mandate to plan, develop and operate the national transmission network with the DBSA’s expertise in infrastructure development, project preparation, and development finance to improve the pace and scale of transmission infrastructure delivery.

The MoU establishes a strategic framework through which the two institutions will work together on project preparation, infrastructure financing, institutional capability, and programme implementation, as well as the development of regional transmission interconnectors for long-term investment in support of the country’s Transmission Development Plan (TDP). The agreement was signed by the DBSA Chief Executive Officer, Boitumelo Mosako and the NTCSA Chief Executive Officer, Monde Bala, at Eskom’s Offices in Megawatt Park, Johannesburg.

“Expanding South Africa’s transmission network is fundamental to unlocking new generation capacity, improving energy security and supporting inclusive economic growth. This partnership reflects the NTCSA’s commitment to accelerating transmission infrastructure development, enabling investment, and supporting South Africa’s long-term energy and development ambitions,” said Monde Bala.

“The scale of South Africa’s transmission expansion requires strong partnerships that combine technical capability with innovative financing solutions. Through this partnership with the NTCSA, we aim to collectively accelerate the preparation, development and delivery of transmission infrastructure required to support the country’s future electricity needs,” said Boitumelo Mosako.

Collaboration with multilateral development banks, development finance institutions, institutional investors, and other strategic partners is expected to deepen, with this partnership enabling greater capital for transmission infrastructure projects.

By aligning technical expertise, development finance capabilities and strategic planning, the DBSA and the NTCSA are reinforcing their shared commitment to enabling a resilient, modern electricity network that supports South Africa’s economic growth, energy security and just energy transition objectives.
